World-class stone sculpturing were demonstrated throughout the Yanliao International Open Competition in 1995 and three events of Hulien International Stone Sculpturing Art Festivals in 1997, 1999, and 2001.

　　　 Gathering top stone sculpturing artists around the world in Hualien, and through real time art creation to compete and observe others, the international stone sculpture fine art exhibition has broaden the view of local stone sculpturing fellows and presented Hualien to the stage internationally.
　　 The ex-president of Sculpturing Association of R.O.C once said “The meaning of the process and result of observing the birth and growth of stone sculpturing in Hualien, and the stone sculpturing population to grown from only limited few to dense, and to the current prosperity of ‘City of Stone,' is that Hualien's culture has been built. This is also an accomplishment for Taiwan 's sculpturing culture.”
　　 The goal for the Museum's development, is to work with industry, government, and academic, to jointly preserve, analyze, and develop stone sculpturing culture, to combine art with technology and dynamically presented to general public to learn more about mineral materials, and to improve art appreciation. Our mission is also to plan all sorts of stone sculpturing art activities to expand the performing stage for stone sculpturing, and to include stone art activities into Hualien's tourism resources.
